Murat Kurum, the Minister of Environment, Urbanization and Climate Change, presented the 2025 budgets for the Ministry and its affiliated organizations to the GNAT Committee on Plan and Budget.

Murat Kurum, the Minister of Environment, Urbanization and Climate Change, presented the 2025 budgets for the Ministry and its affiliated organizations to the GNAT Committee on Plan and Budget. During his address, Minister Kurum shared the welcome news that a new social housing project would be launched by the end of this year. He noted that an average of 1,500 housing units are being completed daily in the earthquake zone, with 202,000 homes and commercial premises scheduled for delivery by the end of the year. The Minister also provided details on various Ministry initiatives, ranging from the fight against climate change and the Zero Waste Movement to Nation Gardens and environmental and nature conservation projects.

TL 185 BILLION CONTRIBUTED AND 498 MILLION TREES SAVED THROUGH ZERO WASTE

Minister Murat Kurum indicated that under the Zero Waste Movement, led by Emine Erdoğan, zero waste management systems have been established in 193,000 buildings, with a total of 60 million tons of waste recovered. He emphasized that these efforts have contributed TL 185 billion to the economy and prevented the felling of 498 million trees, as well as the emission of 5.9 million tons of greenhouse gases.
Over the past 22 years, TL 58 billion has been provided to 25,950 environmental investments across all municipalities without exception. “We will designate Zero waste pilot districts across all 7 regions of Türkiye.
We will complete the machine and infrastructure installation of our Deposit Management System by the end of 2025 and transition to nationwide implementation. We have increased our recovery rate, which was 13 percent in 2017, to 35 percent as of 2024; hopefully, by working even harder, we will raise it to 60 percent by 2035,” the Minister stated.

FETHİYE-GÖCEK SELECTED AS THE PILOT REGION FOR MOORING BUOYS

Minister Kurum announced that the Mooring Buoy Project, which will guarantee the clean future of the Blue Homeland, will launch as a pilot application this year in the Fethiye-Göcek Special Environmental Conservation Area. “Through our project, we will ensure that boats and yachts stay in our bays in a controlled manner. We will prevent waste discharge into the sea and protect marine life. We will measure our success, address any shortcomings, and expand this same application to all our seas as soon as possible,” he said.

In the environment and climate change segment of his speech, Minister Kurum shared striking figures regarding disasters both globally and in Türkiye. “We have defined our climate policies, established our timeline for adaptation, and are working in strict adherence to our targets,” said Minister Kurum, and added: “Our Honorable President has presented Türkiye’s 2053 Net Zero Emission and Green Development Goal to the global community. As the Ministry, we have proactively developed our 2024-2030 Climate Change Mitigation Strategy and Action Plan. In three days, at COP29 in Baku, we will be sharing our 2053 Net Zero Emission Goal Roadmap with the global public. We sincerely hope that, with the contributions of our esteemed deputies in this hall, our Climate Law will be enacted and enter into force by the end of this year. Our Climate Law will empower us to accelerate the green transition. To enhance our competitiveness in international trade, we will immediately implement carbon pricing and our Emission Trading System. We also intend to unlock new financing for green investments by issuing the ‘National Green Taxonomy Regulation’ in 2025. We are also launching another pivotal and decisive initiative. Namely, we will establish Climate Change and Adaptation Coordination Boards across all 81 provinces and finalize our Local Climate Change Action Plans. We will also make major breakthroughs in the industrial sector, a critical area in mitigating the climate crisis.”

Minister Kurum announced that the Ministry's 2025 budget proposal stands at TL 219,294,468,000, stating: “The budget for our Urban Transformation Directorate has been set at TL 136 billion 557 million 896 thousand; the budget for the Directorate General of Land Registry and Cadastre at TL 11 billion 172 million 157 thousand; the budget for the Directorate General of Meteorology at TL 4 billion 873 million 426 thousand; and finally, the budget for the Directorate of Climate Change has been determined as TL 405 million 463 thousand.”
